Nicholas – the bottom information with the added phone number makes good sense. Now, because I am not a vet nor am I very aware of all the VA does for everyone… I may not be your target audience. However, you may be designing for someone like myself if I were to refer someone to the VA’s services - because possibly they would not refer themselves for various reasons.
So, I am thinking that you ought to change “VA Can Help” to “The Veteran’s Administration Can Help”. I know that makes it much longer, but it also makes it more clear, for everyone who might read this.
Also – no period is needed after that subheading.
See what you can do with the layout to facilitate this longer line… and then I think this is absolutely, and quite nicely done!
